Early Childhood Quality Evaluators
Our Early Childhood Quality Evaluators use the Environmental Rating Scales (ERS) to assess early childhood programs across the state. The Environmental Rating Scales (ERS) are research-based tools used to assess the quality in child care centers, family child care facilities and homes, and out of school time programs. These tools look at teacher engagement, spaces and equipment used by children, play materials, and children’s activities. Each assessment takes three hours to complete. It is scored on a scale of 1-7. The scale considers:

Erica Fetty
Erica Fetty is a seasoned early childhood education professional with over 20 years of experience in the field. A proud graduate of Ohio University, Erica has dedicated her career to fostering positive, nurturing environments for young children. Her expertise spans a variety of early learning settings, with a strong emphasis on quality assessments and standards. She is highly skilled in utilizing tools such as the ITERS-3, ECERS-3, FCCERS-3, and SACERS-U to ensure program excellence and continuous improvement. Erica is the project manager of the Early Childhood Quality Evaluators and the current FCCERS-3 anchor for the state of WV.

Blair Chappell
Blair graduated with a degree in Early Childhood Education from Louisiana State University. She has been in the field since 2012, serving as an Early Childhood Quality Evaluator for WVECTCR/RVCDS since 2018. She has been trained in ITERS-3, ECERS-3, FCCERS-3, and SACERS-U and is the current ITERS-3 anchor.

Mia Ferguson
Mia graduated from Marshall University with a Masters of Arts in Teaching and Bachelor of Science in Dietetics. Her experience includes over 25 years in the education field in public education, private early childhood programs, and current position. Mia has completed ITERS-3, ECERS-3, SACERS-U, and FCCERS-3 reliability training with the Environment Rating Scales Institute and currently serves as the SACERS-U anchor for the state of WV.

Jennifer Gill
Jennifer graduated from Marshall University with a Bachelor of Arts in Elementary Education (K-8) and West Virginia University with a Master of Arts in Elementary Education (with Emphasis on Early Childhood). Previously, she was a teacher in a four-year-old classroom and after school program. Jennifer also worked as an Education Specialist and Program Manager for Head Start and Early Head Start. Jennifer has worked with WVECTCR/RVCDS since the implementation of the evaluator program as an Early Childhood Quality Evaluator. She has completed ECERS-3, ITERS-3, SACERS-U, and FCCERS-3 reliability training with the Environment Rating Scales Institute and currently serves as the ECERS-3 anchor for the state of WV.

Jamie Sims
Jamie grew up in Arizona, where she also taught in public schools for 19 years. She has a master’s degree in curriculum and instruction in reading. She enjoys spending time with her family and exploring the state of West Virginia. As the newest evaluator, Jamie is currently reliable in the ECERS-3 scale and is training to reliability in every other scale.
