The West Virginia State Training and Registry System (WV STARS) focuses to improve the quality of care and education for young children and their families in West Virginia by enhancing the skills and career opportunities for all those who care for and educate our youngest citizens.

Our Vision:

We believe early childhood experiences and a child's environment have an enormous impact on how children learn and interact with each other throughout life. Quality early care and education programs depend on having a qualified and stable workforce. The early care and education workforce should be well-trained and valued to increase quality and to ensure that children succeed and families are supported.
